“Violent crime in Washington has also been on the rise this year, up more than 40% compared with last year.”

“The tragic incident is representative of the soaring crime and the District’s bewildered justice system,” the report added.

The majority of those arrested in carjacking cases are under 18 years old, and there has been reluctance to prosecute these cases.

A 13-year-old with nine previous carjacking and robbery charges was fatally shot during an attempted carjacking of a federal officer.
